The phenomenon extreme changes the weather today. Most Scientists say  : “The earth warming, and the climate change caused by industrial emissions, greenhouse effect to make puncturing the ozone layer”  These themes are not true yet !…

Due to this fault that all International Conferences on Climate Change from Cop.1 to Cop.20 have not come up with any way to control. Particularly, the Kyoto Protocol has been signed on 11th /12/2004, and efficacious on 16th /02/2005 with the 137 developing countries signatories. That was a great hope of many states. But , 9 years ago, the decree did not bring any practical effect. The atmosphere is still hotter and hotter. The natural disasters are increasingly heavier and heavier.

Recently, at the Climate Change Conference in New York on the day of 23th /09/2014, the National leaders were satisfied with commitments and hopes to prevent global warming above 2°C increased on the year of 2020. These hopes are not worthy !…

The people did not believe anymore in these conferences.

That why, during the year 2010, Cop.16 Environmental, the several activists at Cancun Mexico dressed the flag of their country, and plunged their heads into the sand to denote the many states, which have turned a blind eye against of the climate consequences ; Now, at G20 summit in Australia, people also plunged their heads into the sand to protest the G20 no interest in the issue of climate change!

In the fact, that interested conference did not resolve anything, because nobody understood the roots of climate change ongoing to-day.

The climate and the diaster disordered due to three reasons :

1./- The excessive consumption of oxygen.

2./- The excessive extraction of oil mining.

3./- The excessive exploitation of underground water.

The development scientific makes more and more disturbances to the biological of the earth. And we should try to study the six following subjects :

1.- The rate of population growth: More nine billion people of the planet consume large amounts of oxygen.

2.- Cattle raising , livestock and poultry cosnume very much oxygen too.

3. Industrial machinery and transportation also consume a lot of oxygen.

4.- Deforestation plague.

5. Exploitation of oilmine,

6.- Excessive groundwater extraction.

There are something that people know, to set out to remedy such as

– Rhythm of population growth.

– The nuisance of the industry,and transportation.

– The mistake of the deforestation.

But people do not reach to the end of the knowledge, so there is no specific plan practical, and no one could held an organisation fully of powers, and the fact should not have any results yet. The atmosphere is always warming. The disaster is always heavier.

The situation nowadays is a global nature. The strength of a single national or a group of countries is no longer the dominant things. The physical science and modern techniques itself can not change the situation.

There must be held a high rank meeting, in order to concentrate all the national leaders, scientists, global theology, with opportunity in studying depthly all sides of the world climate.

1) – The most fundamental problem decisive to the peaceful integration, must create a true philosophy of life (beyond all the present views full of flaws). This philosophy is based on platform thorough understanding the rules of the nature machinery. The sun, the moon and the stars infuence the human life on both aspects: the outside material form, and the inside sprit content. The delicate spirit profound of the universe imposes on each people, as well as each specific thing.

On this basis, a good education program, makes people clear out all wrong conception of life in the past, go back with good conception of life, love, esteem. They begin to work together to preserve the pure environment always peaceful. The good knowledge of men and universe, is the object of many activities fitting the accordance of the universe. And a wonderful transformation will happen in the new rhythm of life.

2 / – Immediately, they must make a decision to forbid of cutting trees and destroying forests. The Commetee will transfer the right authorities to each state to resolve strictly the regulations proposed.

3) –With a concentrated afforestation program and specific way, they restore the deforested areas, and plante new trees, suitable to the land in each region, in order to restore quickly the balance between emissions and absorbtions of insalubrious gas, and to recover biochemical rhythms of renewable oxygen supplying for humans and every object on the planet.

4) –To indicate the programs manufacturing of pure energy, such as : natural solar energy, wind energy, water energy. Especially, the solar energy could provide for the production and life, replace gradually to stop the exploitation of oil, groundwater extraction, and the biochemical disturbance into the ground and polluting the environment. They should even abandon the notion of using bioenergy, as well. Oxygen burning causes climate change, but also affects food security.

5) – The global should focus all capacity on organization solar energy production that the both deserts of Sahara and Libya will be suitable, with the largest scale, to produce sufficiently the green energy for all over the world, and substitute completely the oil mine or other combustible. Then they should avoid entirely the exploitation of oilmine. The many States should have responsibility to contribute their ability to share this probleme closely. They would strive for the next 10-15 years with completely to eliminate the exploitation of oil.

6 / – To make increasing at maximum the production of wind energy providing electricity for residential quarters, and to restrict progressively the use of hydropower ( (while it does not affect the atmosphere, but alter the stream of the river to cause the flood and the damage of the ecological environment.)

7) – Also to stop building a new developments of the facility nuclear energy, the death risks to human life.

8) – To guide the humans gradually having the habitude to eat vegetarian instead of meat in the diet habit life, just to fit the nature, and prevent disease. The cattel raising, and the fischery contributing the cause of tempest all over the world, must be forbidden on a global scale.

9) – The program must be both comprehensive of long-term, and closely objective for 1 or 2 years ahead with highly specific contents and the request is from now to the 2015 or 2020 to promote the full effect reducing the atmospheric temperatures down to 1 or 2°C (and not to rise to 2 degreesC as the conference says against the climate change at the International Community), If the work is done well, they could transform good all habitat aspects on the planet.

10) – The United Nations should have a plenty of power to organize, and a prestigious global leaders capable to resolve all problems of humanity.
